Unarchive preview branches

Users working on multiple PRs simultaneously sometimes close PRs temporarily to free up resources, intending to rework them later. Once a branch is archived, there's no way to restore it, they have to create a new branch instead. Add the ability to unarchive a branch to restore it to its previous state
