Support Promise.all with multiple triggerAndWait calls (parallel task tool usage)

When multiple task tools are invoked in parallel (e.g. via Promise.all), task tools break. We should support this pattern so that many triggerAndWait calls can be safely wrapped in Promise.all and run correctly in parallel.
