Slack bot: quick actions from run alerts (e.g. rerun on emoji)

Allow replying to Trigger.dev run alerts in Slack with simple actions (e.g. emoji) to retry failed runs or perform other quick controls without opening the dashboard.

Goal: super quick control over runs directly from Slack.
