Replay a run but be able to edit the payload (dashboard)

Feature Request

In the dashboard you should be able to edit the payload when you use the "Replay" button.

In the modal that pops up to confirm the replay we should show the payload. You could edit it if you wanted to before hitting "Replay".

    As part of this we should also have permanent Replay and Cancel buttons that act on the parent run.
