Option to hold queue concurrency during waitpoints

Bring back a per-queue or per-wait flag so runs keep their concurrency slot through
wait.forToken() on cloud. This is needed for HITL flows using concurrencyKey to serialize
per-entity work (e.g. one review per supplier at a time), where checkpoint-based release breaks the guarantee.
