Option to bulk replay on DEV

It could be useful to have the option to selectively replay a few runs locally before performing a large-scale bulk action in production. e.g. being able to pass a selection of runs through updated code in a local environment to verify if a potential issue has been resolved.

    in general the ability to select which environment a bulk replay goes into, same as the environment picker on single-run replay. The single-replay service already supports environment override internally, so this is mostly UI work plus plumbing in the bulk-action flow.
