Email after 1 min if a run is `PENDING_VERSION`

If you trigger a run with a queue or task that doesn’t exist yet, then the run enters the PENDING_VERSION status. We automatically move it to queue/executing when you deploy with the required assets.

But it would be useful to get notified if for some reason this doesn’t happen quickly.
