Dedicated egress IPs

Today all workers in a region share the same egress IP range, so customers calling rate-limited third-party APIs (e.g. Pipedream OAuth) can get throttled because of other customers' traffic, even when their own volume is low. It would be great to optionally get a dedicated egress IP so requests are rate-limited per account, not per shared IP
