Bulk actions via the SDK/API

We have bulk actions in the dashboard, where you can cancel and replay millions of runs at once using filters: https://trigger.dev/launchweek/2/bulk-actions

We should bring this ability to the SDK. You could provide filters (similar to runs.list) and then cancel/replay. You’d get back a handle that you could use to fetch the status of the action and abort it.
