Allow increasing the Query/Insights API concurrency limit

The Query/Insights API currently has a fixed concurrency limit of 3, which can be quickly exhausted when multiple scheduled monitors execute overlapping queries, even when retry and backoff strategies are used.

It would be helpful to make this limit self-served to be increased so customers can support higher-frequency observability, monitoring, and alerting workloads without running into unnecessary contention.
