Add `.triggerignore` for native builds

Today the only way to exclude files from a native build is the root `.gitignore`, which forces customers (especially monorepos hitting the 100 MB artifact limit) to mix deploy-only excludes into their git ignore rules. Add a .triggerignore (or deploy.ignore in trigger.config.ts) for deploy-specific excludes
